`철강 관세 면제·FTA 개정` 한·미 공동선언문 발표

미국에 수출하는 한국산 철강제품의 70% 쿼터 제한과 자동차 시장 추가 개방 등의 내용을 담은 한·미 간 공동 선언문이 발표됐다.

김현종 산업통상자원부 통상교섭본부장과 로버트 라이트하이저 미국 무역대표부(USTR) 대표는 28일 오후 한미 자유무역협정(FTA) 협상의 원칙적 합의와 철강 232조 관세 조치의 한국 면제 내용을 담은 공동 선언문을 양국에서 동시 발표했다.

선언문에는 '대한민국과 미합중국 간 FTA 개정과 수정의 일반 조건에 대한 원칙적 합의에 이르렀음을 발표한다. 양국은 개정된 대통령 포고문 9705호에 따라 1962년 무역확장법 제232조에 의거해 미국이 수입 철강에 부과하는 관세에 대해 한국을 면제하는 조건에도 합의했다"는 내용이 담겼다.

또 '통상 장관 지침에 따라 협상가들은 한미 FTA 협상 조건을 마무리하고 있으며, 해당 조항은 발효되기 전 양국의 국내 절차를 거쳐야 한다. 개정된 합의는 투자, 관세, 자동차 교역, 무역구제에 관련한 이슈를 다루고 있다. 의약품, 통관, 섬유 분야에서는 한미 FTA를 원활히 이행하기 위한 추가적인 진전이 이뤄졌다"고 적혀 있다.

선언문 말미에는 '한미 간 교역과 경제관계를 발전시키는 데 중요한 진전을 대표하며, 이는 양국 간 강력하고 불변하는 안보관계에 기반한다"고 쓰여 있다. 철강 제품에 대한 합의는 오는 5월 1일 발효될 예정이다.

한편 김 본부장은 지난 26일 미국과의 철강 관세·FTA 개정 협상 결과 브리핑에서 미국에 수출하는 한국산 철강제품의 경우 작년 대미 수출량(362만톤)의 74%에 해당하는 268만톤에 대해 25% 추가 관세를 적용하지 않기로 했다고 밝혔다. 또 한미 FTA 개정안에 연간 5만대(현재 2만5000대)까지 미국 안전 기준을 준수하는 미국산 자동차에 대해 국내 안전 검사를 면제해 주고 픽업트럭 관세 면제 기한을 2041년으로 연장하는 등의 내용을 넣기로 합의했다.

Joint Statement by the Republic of Korea Minister for Trade Hyun Chong Kim and the United States Trade Representative Robert E. Lighthizer



Today, Minister Kim and Ambassador Lighthizer are pleased to announce that the Republic of Korea and the United States have reached an agreement in principle on the general terms of amendments and modifications to Free Trade Agreement between the Republic of Korea and the United States of America (KORUS FTA). The nations have also agreed on terms for a country exemption for the Republic of Korea from tariff imposed on steel imports under Section 232 of the Trade Expansion Act of 1962 pursuant to Presidential Proclamation 9705, as amended.



At the instruction of the Ministers, negotiators are finalizing the terms of the KORUS FTA negotiations, which are subject to domestic procedures in both nations before provisions can be brought into force. The revised agreement addresses issues related to investment, tariffs, trade in automobiles, and trade remedies. Additional progress was made in the areas of pharmaceuticals, customs and textiles to smoothly implement the KORUS FTA.



The arrangement with respect to steel products is expected to take effect on May 1, 2018.



This represents important progress in improving Korea-U.S. trade and economic relations, based on their strong and enduring security relationship.
